So i was waiting to turn left at a light when i noticed my voltage meter was oscillating between about 9 and 12v in a very distinct pattern.

Gm says fluctuating voltage on the vehicle’s voltmeter is normal and is not a reason to replace any parts. Cleaning connections, adding grounds, cleaned bulkhead connections, changed out cluster and added a voltmeter. Most of the time it's around 14.5, but occasionally it dances around.
